Rule changes for 2010 F1 season

Looks like a couple of rule changes have been made to the 2010 F1 season. The points system has changed to:

1st – 25 points
2nd – 18 points
3rd – 15 points
4th – 12 points
5th – 10 points
6th – 8 points
7th – 6 points
8th – 4 points
9th – 2 points
10th – 1 point

The second is that the top ten qualifiers would have to start the race with the same tires as Q3 qualifying!?! Why on earth would they create a rule like that? How does it help racing?

The final change is that the teams get only 11 sets of tires compared to 14 last year.
